The Blue House is closely monitoring the impact of the Blue Tsunami - the Republican Party's defeat in the U.S. midterm elections under President Donald Trump - on U.S.-South Korea relations, and is working diligently to develop countermeasures.

While the pressure for investment in the U.S. is unlikely to waver significantly, adjustments to the details of ongoing projects, such as the Alaska Liquefied Natural Gas (LNG) venture, are anticipated. There are also concerns that the Trump administration might intensify its investment pressure.

The election results are expected to inevitably affect diplomatic and security issues, including the transfer of wartime operational control, the introduction of nuclear-powered submarines, and the revision of the U.S.-South Korea nuclear agreement. Observers note that processes requiring congressional approval, such as acquiring nuclear submarines and revising the nuclear agreement, may become more challenging. Conversely, some predict an increased momentum for U.S.-North Korea dialogue.

A Blue House official stated on Thursday that they are closely monitoring the potential impact of the U.S. midterm election results on bilateral relations, including the U.S.-South Korea alliance. The official added that it would be difficult for the Blue House to issue a separate statement, given that this was not a presidential election.

Currently, the prevailing view is that President Trump is unlikely to fully accept the midterm election results and modify his foreign policy stance. Even if there are some constraints on foreign policy, tools such as veto power and Section 301 of the Trade Act remain effective. This reinforces the observation that the America First policy is unlikely to shift dramatically to the Democratic Party's emphasis on alliances.

Given President Trump's unpredictable style, there are significant concerns that he might actually intensify his America First approach to rally his support base. However, some analysts suggest that he might adopt a more conciliatory stance in areas other than tariffs, as inflation has been identified as a major factor in the election defeat.

The Democratic Party has expressed its intention to scrutinize the selection of U.S. investment projects and fund allocation. This has raised hopes that the South Korean government's defense logic of commercial rationality might gain more traction. There are also predictions that the Alaska LNG development project, which has been pushed to support Republican candidates, may lose momentum due to the Democrats' negative stance.

Regarding the transfer of wartime operational control, while meeting the transition conditions remains a variable, analysts suggest that the impact may be relatively limited as Defense Secretary Pete Hegseth's position is not immediately at risk. However, there are significant concerns that negotiations on introducing nuclear submarines and revising the U.S.-South Korea nuclear agreement may face difficulties, given that the Democrats, who are now the majority party in Congress, are opposed to these initiatives.

In South Korean political circles, analyses and forecasts regarding positive and negative factors are divided.

Democratic Party lawmaker Kim Won-i stated that the reasons for Trump's loss include issues like the Iran war and inflation. He may intensify pressure for U.S. investment to strengthen positive factors. However, the Alaska LNG project, while necessary from a supply chain perspective, depends on negotiating the pipeline project.

People Power Party lawmaker Kim Geon commented that it's common for the ruling party to lose in midterm elections. Even during Trump's first term, the House became opposition-controlled in the midterms. There won't be significant changes in foreign relations. He added that nuclear submarines and uranium enrichment/reprocessing require U.S. congressional approval, so they may be significantly affected as separate persuasion is needed.

Attention is also focused on the possibility that President Trump, whose domestic position has weakened, might seek to shift focus through attention-grabbing international events. The South Korean government is particularly alert to the possibility that he may take a more proactive approach to U.S.-North Korea talks.

The Blue House is calmly exploring countermeasures while analyzing the comprehensive impact on trade, diplomacy, security, Korean Peninsula issues, and even the international trade order affected by the Middle East conflict. They are focusing on examining various possible scenarios while closely monitoring changes in the Trump administration's attitude.

Another Blue House official maintained a cautious stance, stating that an analysis of major bilateral issues and their variables will be conducted, and naturally, a report will be made to the President. It needs to observe further until there are changes in the U.S. position or a certain level of situation assessment is made after the midterm elections.
