Immediately following the U.S. midterm elections, the government unveiled plans to expand the operational area and enhance the capabilities of the Cheonghae Unit. On Thursday, analysts interpreted this move as a step towards intensifying South Korea's contribution to ensuring freedom of navigation in the Strait of Hormuz, in response to requests from the U.S. and the international community amid ongoing tensions with Iran.

The Ministry of National Defense announced that it is finalizing procedures to submit a Revised Proposal for the Extension of the Cheonghae Unit's Deployment and Expansion of its Operational Area to the National Assembly. The revised proposal, which passed through a vice-ministerial meeting, is expected to be deliberated in a cabinet meeting next week before being submitted to the National Assembly following presidential approval.

According to the government's proposal, the Cheonghae Unit's operational area will approximately double from its current zone around the Gulf of Aden (about 600 nautical miles) to include waters south of Oman (about 1,200 nautical miles). This expansion brings the unit's reach to about 650 km (350 nautical miles) from the southern end of the Strait of Hormuz, a critical Middle Eastern maritime chokepoint where the U.S. and Iran have been engaged in a prolonged standoff.

Additional maritime patrol aircraft and Explosive Ordnance Disposal (EOD) personnel will also be deployed. The current force of 320 personnel will be augmented by 45 maritime patrol aircraft operators and 30 personnel for explosive ordnance disposal and mine countermeasure operations, bringing the total to 395.

The Cheonghae Unit's mission will be expanded to include ensuring freedom of navigation in international maritime routes. This broadens the unit's role from its original focus on anti-piracy operations and protecting South Korean vessels to encompass a wider mandate of securing international sea lanes.

While this restructuring does not constitute a direct deployment to the Strait of Hormuz or a roundabout deployment, it appears to be a proactive message from the government signaling its readiness to contribute substantially to stabilizing the strait if needed. Some analysts suggest this move may also be aimed at strengthening South Korea's negotiating position, anticipating increased pressure from the Donald Trump administration for 'allied contributions' as it seeks diplomatic achievements following setbacks in the midterm elections.

The Defense Ministry explains that this restructuring is primarily aimed at enhancing protection for South Korean vessels traversing the Gulf of Aden, Oman, and Somali waters, where pirate activity has been on the rise.

However, a Defense Ministry official added that this restructuring doesn't rule out the possibility of deploying to the Strait of Hormuz in the future, should a permissive environment arise through the end of the Iran conflict or agreements between involved parties, and if requested by the international community. Such a move would require additional approval from the National Assembly. This statement suggests that the Cheonghae Unit's restructuring is partly in anticipation of renewed calls for 'contributions' from the U.S. and the international community.

A particularly noteworthy aspect of this revised proposal is the composition of the additional forces. The government plans to deploy not only maritime patrol aircraft but also explosive ordnance disposal teams and mine countermeasure equipment including Unmanned Surface Vehicles (USVs), Unmanned Underwater Vehicles (UUVs), and Remotely Operated Vehicles (ROVs).

Maritime patrol aircraft can be utilized for detecting and monitoring vessels and potential threats across vast maritime areas. The explosive ordnance disposal personnel and unmanned equipment are related to capabilities for countering maritime mine threats and other explosives. These additions align with some of the options the U.S. had suggested when requesting South Korea's deployment to the Strait of Hormuz. Interestingly, the government reportedly has not identified any immediate mine threats in the expanded operational area of the Cheonghae Unit. Nevertheless, the decision to augment mine countermeasure capabilities is interpreted as preparation for potential future missions in the Strait of Hormuz.

Trump Demanded South Korea Deploy Ships Since March; Government Prepares Phased Contribution While Monitoring Situation

The U.S.has been openly calling on its allies, including South Korea, to make military contributions to ensure security in the Strait of Hormuz.

On March 14, President Trump took to social media, directly mentioning South Korea, Japan, China, France, and the United Kingdom, urging them to dispatch naval vessels to secure the safety of the Strait of Hormuz.

At the time, President Trump argued that countries dependent on Middle Eastern energy should participate in safeguarding the strait. He specifically mentioned the role of nations with mine-clearing capabilities, indicating a demand for concrete military contributions to secure maritime routes.

President Trump particularly emphasized allied responsibilities to South Korea, citing U.S. security support. This was seen as pressure on South Korea to play a role in the Hormuz issue given the security assistance it receives from the U.S., as well as a strategy to quickly secure investment commitments.

Rather than immediately responding to U.S. demands with ship deployments, the South Korean government has been considering phased contribution plans while maintaining the principle of non-involvement in the conflict.

In May, then-Defense Minister Ahn Gyu-back, after meeting with U.S. Defense Secretary Pete Heggseth in Washington, stated that South Korea would consider phased contribution plans as a responsible member of the international community. Non-combat options such as information sharing and support through personnel and military assets were discussed.

In September, the Defense Ministry dispatched a field survey team to the Middle East to assess the security situation around the Strait of Hormuz. Last month, discussions about expanding the Cheonghae Unit's operational area and deploying additional maritime patrol aircraft surfaced, indicating ongoing preparations for a potential Hormuz contribution.

Announcement Right After U.S. Midterms: A Message to Washington That We Are Prepared

It's noteworthy that the government unveiled plans to expand the Cheonghae Unit's mission immediately after the U.S. midterm elections.

Experts have suggested that if the Republicans were to lose in the midterms, the Trump administration might intensify demands for contributions from allies to secure achievements in foreign policy and security, shifting focus away from domestic issues. Therefore, the government's decision to announce plans to expand the Cheonghae Unit's mission closer to the Strait of Hormuz right after the midterms is interpreted as a strategic move to enhance South Korea's comprehensive negotiating power with the U.S. in future talks.

Notably, the government reportedly did not coordinate the details of the deployment extension proposal with the U.S. This approach seems designed to signal that South Korea can independently enhance its maritime surveillance and mine countermeasure operation capabilities, actively contributing to the security of international maritime routes, rather than simply acquiescing to specific U.S. deployment requests.

Officially, the government maintains that this measure is not intended to involve South Korea in the conflict between the U.S. and Iran. The Cheonghae Unit operates under independent South Korean command, and the expanded operational area does not include the Strait of Hormuz itself.

The government also emphasizes that any future deployment of the Cheonghae Unit to the Strait of Hormuz would require separate approval from the National Assembly. This underscores that the current revision does not, in itself, provide a basis for the unit to conduct operations in the Strait of Hormuz.

However, the Defense Ministry does not rule out the possibility of conducting on-site training and gaining experience in preparation for potential future missions in the Hormuz area, should safe operational conditions arise. This stance fuels speculation that the expansion of the Cheonghae Unit's mission and capabilities is, in effect, preparation for a potential future role in the Strait of Hormuz.
