The U.S. is developing plans to utilize the Korean Peninsula's geopolitical position and U.S. Forces Korea (USFK) capabilities to counter China. These plans are evolving into specific force deployments and operational concepts for the Multi-Domain Task Force (MDTF), which is expected to be stationed on the peninsula soon. This move is seen as an effort to broaden the strategic use of the Korean Peninsula, maintaining its existing deterrence mission against North Korea while also addressing regional military threats, including those from China.

Military experts on Thursday noted that USFK Commander Gen. Xavier Brunson's recent disclosure of specific operational plans for the MDTF indicates an increasingly clear role for USFK in America's strategy to counter China.

During a discussion at the Center for Strategic and International Studies (CSIS) in Washington D.C. on Tuesday, Gen. Brunson emphasized the MDTF's core mission of building multi-layered detection capabilities. He remarked that just draw a line on the map, and you can see the distance from Beijing to Seoul, suggesting that the close geographical proximity between China and Korea necessitates the deployment of counter-measures against China on the peninsula.

In May, Gen. Brunson also highlighted the importance of the Korean Peninsula and South Korea in countering China, describing Korea as a dagger at the center of Asia when viewed from China's eastern coast looking towards the Pacific.

While Gen. Brunson emphasized the geopolitical value of the Korean Peninsula in May, it's noteworthy that this time he presented specific surveillance and reconnaissance means, including space, cyber, electronic warfare, and high-altitude balloons. This suggests that U.S. plans to counter China are materializing into actual military capability enhancements.

Shin Jong-woo, Secretary General of the Korea Defense and Security Forum, assessed that "Gen. Brunson's statements indicate USFK's intention to expand its mission beyond deterring North Korea to include countering China."

Yoo Ji-hoon, a research fellow at the Korea Institute for Defense Analyses (KIDA), analyzed that the U.S. is recognizing the strategic value of the Korean Peninsula within the broader Indo-Pacific security environment. Yoo noted that it's significant that the U.S. is expanding the strategic potential of the Korean Peninsula, explaining that this move aims to develop capabilities to respond flexibly to regional security changes while maintaining existing missions.

From Space to Cyber and Electronic Warfare: Monitoring Military Activities Beyond the Korean Peninsula

The MDTF is a U.S. Army unit that integrates capabilities across land, sea, air, space, cyber, and electromagnetic domains to conduct multi-domain operations. It's also gaining attention as a force to counter China and Russia's anti-access/area denial (A2/AD) strategies.

According to the Wall Street Journal, part of the 2nd MDTF currently stationed in Germany is being considered for deployment to the Korean Peninsula. There are indications that some elements may have already arrived as an advance team, though specific deployment scale, timing, and operational scope remain unconfirmed.

Gen. Brunson highlighted the MDTF's detection capabilities, explaining its use of space-based position, navigation, and timing (PNT) information, cyber operations, and electromagnetic spectrum signal intelligence. He also mentioned plans to use tethered high-altitude balloons near the Demilitarized Zone (DMZ) for surveillance.

This suggests that USFK's surveillance and reconnaissance capabilities could extend beyond monitoring North Korean military movements to encompass military activities of neighboring countries, including China. However, this expanded detection capability doesn't necessarily imply strike missions against China or involvement in specific conflicts.

Shin commented that the MDTF is a unit designed to respond to the expanding battlefield domains of the future Korean Peninsula, which will include not only land, sea, and air, but also space and cyber. He anticipates that this will enable diverse operations to address complex battlefield situations, particularly enhancing electronic warfare capabilities against North Korea.

Yoo added that if the MDTF can strengthen its ability to assess and respond to a wide range of military situations, new surveillance tools like high-altitude balloons could also be used to monitor North Korean missile activities.

Force Dispersion and Logistics Hub: Expanding the Korean Peninsula's Strategic Role

U.S. plans extend beyond enhancing surveillance and reconnaissance capabilities. Gen. Brunson emphasized the need for dispersed force deployment, citing the expanding threat range of North Korea's hypersonic missiles and other weapons.

The intent is to improve survivability and operational sustainability by dispersing forces across multiple locations rather than concentrating them at specific bases. He also proposed utilizing South Korea as a logistics support hub for the Indo-Pacific region.

Yoo anticipates that focusing on South Korea's defense industry, shipbuilding, maintenance capabilities, and logistics support infrastructure could strengthen both the U.S.-Republic of Korea (ROK) alliance's sustained operational capabilities and the international role of South Korea's defense industry through cooperation in areas such as ship maintenance, repair, and overhaul (MRO), military supply logistics, and defense supply chain collaboration.

However, some argue that South Korea's deterrence capabilities against North Korea should be sufficiently secured before dispersing forces.

Shin emphasized the importance of South Korean counter-fire capabilities, mentioning the potential replacement of the USFK's 210th Field Artillery Brigade's role with South Korean K9 self-propelled howitzers and Cheonmu multiple rocket launcher systems.

He particularly noted that the Cheonmu force enhancement is still ongoing and the stockpile of unguided missiles is insufficient, stating that the dispersed deployment of USFK should be based on meeting conditions rather than timing.

Balancing China Containment and North Korea Deterrence: U.S.-ROK Coordination is Key

While experts view the expansion of USFK's regional role as a clear reality, they caution against interpreting this as a complete shift in the U.S.-ROK alliance's mission from North Korea deterrence to China containment.

Yoo stated that the core mission of the U.S.-ROK alliance - defending the Korean Peninsula and deterring North Korea - remains crucial. He views the MDTF deployment as a development of the alliance's existing roles and capabilities rather than a fundamental change in its nature.

Shin also emphasized that the MDTF deployment should be seen as a response to changing battlefield environments rather than a turning point for the alliance, stressing that deterrence against North Korea's advancing hypersonic missiles, nuclear and missile capabilities, and electronic warfare capabilities should remain central.

The challenge moving forward will be how to maintain balance with the existing U.S.-ROK combined defense posture as the U.S. expands its capabilities to counter China using USFK.

Yoo emphasized that clarifying how the MDTF's mission and operational scope connect with the existing U.S.-ROK combined defense system is crucial. He stressed the need for sufficient strategic communication regarding information sharing, operational coordination with South Korean forces, and regional force operations.
