The Democratic Party's recent victory in securing majorities in both chambers of Congress has cast a shadow of uncertainty over Alaska's ambitious liquefied natural gas (LNG) project. This development could potentially derail the Donald Trump administration's aggressive push for the initiative, as it now faces a trifecta of challenges: enormous construction costs, difficulties in securing long-term sales contracts, and increased congressional scrutiny.

While President Trump has been operating under the assumption of South Korean participation, the South Korean government has yet to make any firm commitments regarding the scope or scale of its potential investment. The shift in congressional power may provide South Korea with more leverage to resist undue pressure for investment. However, if the project moves forward, South Korea must be prepared for potential cost escalations and altered support conditions resulting from delays. In light of these changing circumstances, it is imperative for South Korea to carefully reassess its participation and, should it choose to invest, negotiate terms that minimize additional financial burdens.

Stronger Congressional Oversight Makes Passage Unlikely on Political Momentum Alone

Reports from Friday indicate that the Democratic Party's control of both the House and Senate will allow the new Congress, set to convene next year, to take the lead in legislative and budgetary reviews, as well as executive branch oversight. Reuters suggests that this Democratic sweep could cause delays in investment commitments from South Korea and Japan, specifically mentioning the Alaska LNG project and nuclear energy initiatives.

The Korea Trade-Investment Promotion Agency (KOTRA) anticipates an increase in congressional hearings and requests for information on key policy areas such as energy and government spending. They also expect tighter scrutiny of energy infrastructure policies and financial management. The new Democratic-led Congress will begin its session in January.

If the project's support conditions come under intense scrutiny, it could have ripple effects on investment attraction and financing. Any alterations to government support or tax structures would necessitate a reevaluation of projected returns. As the project timeline becomes increasingly uncertain, potential investors may become more hesitant to commit funds. This congressional oversight compounds existing concerns about the project's economic viability.

Professor Kim Dae-jong from Sejong University notes that if Congress decides to reduce budgetary and tax support or intensify environmental and economic viability checks, it's likely to significantly slow the project's progress. However, he clarifies that it's important to understand that Congress cannot unilaterally nullify permits or private contracts that have already been secured.

While the Alaska federal Senate race remains undecided, it's worth noting that Democratic candidate Mary Peltola has expressed support for resource development. This makes it difficult to predict the project's fate based solely on local election outcomes. The critical factor will be how congressional oversight impacts actual support policies and project conditions.

The Alaska LNG project faces significant hurdles in terms of high construction costs and uncertain long-term contracts, which pose major challenges for financing. The ambitious plan involves transporting natural gas from the North Slope through an 1,300 km (about 808 mile) pipeline to the southern coast for liquefaction and export. The sheer scale of the required infrastructure - extensive pipelines, gas processing facilities, and liquefaction plants - translates to a substantial upfront investment.

A recent report from the Korea Energy Economics Institute reveals that the developer's total estimated construction cost, as of June, ranges from 44.5 billion USD to 54.5 billion USD. Some analysts suggest that these costs, relative to production capacity, are more than double those of comparable LNG projects in the Gulf of Mexico.

It's crucial to note that these figures are not set in stone. The second phase of the project, encompassing liquefaction and gas processing facilities, accounts for roughly 70% of the total cost. These are initial estimates and may be subject to adjustment as the design process unfolds. Even if the first phase of pipeline construction progresses, it doesn't guarantee that financing for the entire LNG export facility has been secured.

When it comes to sales volumes, it's important to distinguish between preliminary agreements and binding contracts. While the developer has announced preliminary purchase agreements for 13 million tons annually with six companies, as of last month, no binding long-term sales contracts had been signed. The project's financing goal hinges on securing long-term sales contracts for 16 million tons annually. The challenge lies not just in bridging this volume gap, but in converting tentative purchase intentions into concrete, revenue-generating contracts.

Professor Kim emphasizes that to attract financial institutions and private investors, it's crucial to have long-term purchase contracts and a stable revenue structure in place. He cautions that a combination of U.S. political uncertainties and permitting delays could drive up financing costs and potentially lead to investor withdrawals. If these delays persist, he warns that it can't rule out the possibility of the entire project being scrapped.

South Korea’s Investment Remains Uncertain; Import Prices and Additional Costs Must Also Be Considered

South Korea's investment in the project remains uncertain, necessitating a careful evaluation of import prices and potential additional costs. Tax support is another variable yet to be determined. As of last month, Alaska's tax reform legislation was still pending, slated for discussion in next year's state legislature. This process, separate from federal legislative and budget reviews, will influence both federal support and state tax conditions, ultimately impacting project costs and profitability.

South Korea has not yet committed to an investment amount or even decided whether to proceed with the investment. Reuters reported that following President Trump's September announcement of a 54 billion USD investment from South Korea, the South Korean government clarified that it had not yet made any decisions regarding the investment or its potential scale. This discrepancy highlights the gap between U.S. investment attraction announcements and South Korea's actual investment decisions.

South Korea must carefully weigh both the project's likelihood of success and its investment appeal. While delays may provide more time for thorough evaluation, they could also lead to increased construction and financing costs, potentially eroding economic viability. It's crucial to assess whether the strategic value of diversifying energy supply chains justifies the additional costs and profitability risks.

Professor Kim stresses that the recent election results may actually benefit South Korea by providing more time to objectively assess the investment's economic viability. He emphasizes the importance of thoroughly evaluating investment returns, energy import prices, and the stability of long-term purchase contracts. Additionally, he recommends comparing the economic viability of LNG from alternative suppliers such as Qatar and Australia, and carefully considering the potential additional costs arising from construction expense increases and project delays.

In conclusion, the Alaska LNG project faces a complex web of uncertainties, including shifts in U.S. political dynamics, fluctuating construction costs, uncertain sales contracts, and potential changes in tax support. The project's success and South Korea's potential participation will hinge on whether congressional oversight leads to reduced support or schedule delays, and whether the project can attract investors and buyers willing to shoulder the substantial initial costs.

On October 1, Minister of Trade, Industry, and Energy Kim Jong-kwan emphasized during a briefing at the government complex in Sejong that regarding the Alaska LNG investment, the guiding principle is to assess commercial viability. If it doesn't prove economically sound, it will not proceed.
